Minimum Not Minimum

Riddle me this: How can something be called "minimum" (as in minimum wage) when there are whole groups of people - ie. those that get tips like waitstaff, youth and all disabled people - that legally do not have to make the minimum wage (Federal or State?) Maybe we need to stop calling it minimum wage and start calling it suggested wage.
