"Notice – New fees effective March 31, 2014"
With over 65,000 Canadian passports lost or stolen in 2013, Passport Canada will implement a new service fee for replacement passports. As a cost-recovery operation, the Passport Program must charge the appropriate fees to cover its costs which will keep general passport fees down and maintain a high level of service for Canadians.
The following new administrative services fees will take effect on March 31, 2014:

Certified true copies of part of a passport or other travel document (one to three copies) | $45 |
Replacement of a valid lost or stolen passport or other travel document (in addition to passport fee) | $45 |
File transfer (to a different passport office in Canada) | $45* |
Retention of a valid passport (in Government of Canada offices abroad during processing of the application for a replacement passport) | $45 |
* Additional fees will apply for standard, express or urgent pick-up.
Canada’s passport and travel document fee structure is set up to balance the costs and revenues of the program as a whole over a 10-year business cycle, including the basic cost of issuing passports and offering services, but also costs associated with the rental of buildings, investments in infrastructure, and new and emerging international security initiatives. ^ I don't see this as a very big increase especially considering it is for replacing passports and not getting a first passport or a renewal. ^
