Last Friday I finally got my Canadian Passport in the mail. Passport Canada did the same thing to me that they did my mom when she applied last year. They rejected mine/her application the first time because of the photos. We both got them done at the one and only place here in NH the Canadian Consulate in Boston told us about. Canadian Passport pictures are completely different from American ones and so we wanted the correct ones.
My mom got her passport the second time and so did I. Luckily Passport Canada doesn't charge the fee unless they grant you a passport. I get the feeling the Canadians (or maybe it is just the Quebecois in Gatineau) do this to Canadians living in the US to mess with us. Either that or they reject them simply so they can meet their 20 day turnaround.
At least I now have it and I can use the Canadian Passport when entering Canada and my American Passport when I enter the US. I have to say the picture in my Canadian one looks better than in my American one, but the Canadian one is only valid for 5 years whereas my American one is good for 10 (and they were about the same price.)
