“Below is an excerpt from Article
2 of the Decree of the Italian Prime Minister.”
These are urgent measures to
contain the COVID-19 contagion in the regions of Veneto, Emilia Romagna,
Lombardy, and provinces of Pesaro, Urbino, Savona, Bergamo, Lodi, Piacenza, and
Cremona.
Namely, cafe and bar patrons
cannot drink their coffees at the counter. They are able to sit down and drink
their coffee with at least one meter of distance between one another.

a) Suspension of sporting events
and competitions of all types and disciplines, both in public or private
places, until Mar. 8. These kinds of events and competitions, as well as
training sessions, are allowed if taking place within closed-door sports
facilities, in municipalities other than those listed on article 1 and annex 1
of this decree. Sports fans and supporters resident in the aforementioned
regions and provinces (annexes 2 and 3) are forbidden from traveling to and
participating in sporting events and competitions that take place in the other
parts of the national territory.
b) Skiing activities are allowed,
on condition that the operators of the ski areas provide for the limitation of
access to the closed transport systems (funiculars, cable cars, gondolas,
etc.), ensuring the presence of a maximum of people equal to one third of the
capacity.
c) Suspension, until Mar. 8, of
all organized events of a non-ordinary nature, both in public or private
places, including those of a cultural, recreational, sporting and religious
nature, even if held in closed places but open to the public, such as for
example major events, cinemas, theaters, discos, and religious ceremonies.
d) The opening of places of
worship is conditional on the adoption of organizational measures aimed at
avoiding gatherings of people, taking into account the size and characteristics
of the places, and must guarantee visitors the possibility of respecting the
distance of at least one meter between one another.
e) Suspension, until Mar. 8, of
the educational services for children referred to in article 2 of legislative
decree # 65 dated April 13, 2017 and didactic activities in schools of all
levels, as well as the frequency of school and higher education activities,
including universities and institutions for advanced artistic, musical and
dance training, professional courses, masters, courses for the healthcare
professions and universities for the elderly, (with the exception of doctors in
specialized training and trainees in the medical professions), in any case
without prejudice to the possibility of carrying out distance learning
activities.
f) Opening to the public of
museums and other cultural institutes and places (referred to in article 101 of
the code of cultural heritage and landscape and in Legislative Decree # 42
dated January 22, 2004) is permitted, provided that said institutes and places
regulate the influx of people as to avoid gatherings of people, taking into
account the size and characteristics of the premises open to the public, and
ensuring that visitors can keep the distance of at least one meter between each
other.
g) Suspension of public and
private work competition procedures, with the exception of cases in which the
evaluation of candidates is carried out exclusively on curricular basis and/or
electronically. Competitions for healthcare personnel, including state and
qualification exams the exercise of the profession of surgeon, and those for
civil protection personnel are excluded from this measure, without prejudice to
compliance with the provisions of the Minister for Public Administration
Directive # 1 of Feb. 25.
h) Catering services, bars, cafés
and pubs can remain open, provided that the service is carried out for seating
patrons only (not at counter) and that - taking into account the size and
characteristics of the premises - patrons are able to keep the distance of at
least one meter between one another.
i) Opening of commercial
activities (other than those mentioned above at letter h) is subject to the
condition of avoiding gatherings of people, taking into account the size and
characteristics of the premises open to the public, and ensuring that people
can keep the distance of at least one meter between each other.
j) Hospital health directorates
must limit visitors’ access to hospitalization areas.
k) Visitors' access to guests and
non-autonomous people in nursing homes must be strictly limited.
l) Suspension of ordinary leave
for healthcare personnel and healthcare technicians, as well as for personnel
whose activities are necessary to manage the crisis units set up at the
regional level.
m) Methods of remote connection
for meetings must be preferred, with particular reference to meeting for
healthcare structures, public utility services and coordination activated in
the context of the COVID-19 emergency.
