"Moscow Offers Yearly Pass for City Center Parking"

Acting Mayor Sergei Sobyanin has approved a new payment system for parking within the Boulevard Ring. Now motorists can obtain a monthly and annual passes for 10,000 rubles ($303) or 100,000 rubles ($3026) respectively. Buying the new pass will be a cheaper option for motorists living outside the city center. At the current rate of car 50 rubles per hour, parking downtown would cost 18,000 rubles per month or 219,000 rubles per year, Vedomosti reported. Since June 1 authorities have required drivers to pay to park within the Boulevard Ring or in eight parking areas around it. Free parking permits will be issued to diplomats or consuls. In addition, families with more than three children will receive a free parking permit. Motorists will also perhaps not have to rush back to their parked cars as quickly. The time period the driver has to legally leave the parking spot after the paid time limit elapses increased from three to 10 minutes. The rules remain the same, however, for those living within the Boulevard Ring, who can park their cars for free from 10 p.m. to 8 a.m. To park their cars during the day, however, center residents will need to buy a year-long pass for 3,000 rubles.
In June acting Deputy Mayor Maxim Liksutov said that authorities are not considering expanding paid parking to the Garden Ring, Kommersant reported.

^ This is an interesting concept for Moscow to try. I am curious to see if this will be strictly enforced or if it will be abused. ^
