Earthquake: Aide

International Humanitarian Effort

The humanitarian response to the 2023 Turkey–Syria earthquake involved many national governments and organizations. More than 60 countries have pledged support for victims of the earthquake, including humanitarian aid.

Governmental responses United Nations member and observer states that offered practical support

Albania – Albania sent a team of 53 people consisting of emergency rescuers and medical staff. Algeria – Algeria dispatched a first group of 89 Civil Protection agents to Turkey to participate in rescue and relief operation. Argentina - According to a statement from the Argentine Foreign Ministry, the offer of the South American country includes socio-sanitary care, psychosocial and post-traumatic support and logistics personnel with experience both in managing warehouses for donations and for the assembly of UNHCR houses and management of camps for affected people and shelters. In addition, Argentina offers water purification tablets and disinfectants -water, sanitation and hygiene-, as well as management and training in use for those affected  Armenia – Prime Minister Nikol Pashinyan said Armenia stood ready to provide assistance. Australia – Prime Minister Anthony Albanese announced an initial humanitarian package worth AU$10 million to aid the recovery in Turkey and Syria. Albanese also expressed his 'thoughts and condolences with the people in this region who are suffering at this time.' Austria – Chancellor Karl Nehammer said Austria will send 84 soldiers from its Disaster Relief Unit to Turkey, and pledged €‎3 million for aid organisations.  Azerbaijan – President Ilham Aliyev said that Azerbaijan will send a search and rescue team of 370 people to Turkey. He also ordered to dispatch rescue forces of the Ministry of Emergency Situations. The ministry also sent another aircraft carrying first aid kits, tents, bedding, medical supplies, and other necessary equipment to help those affected in Turkey. It was reported that entertainment venues in Baku suspended streaming music in solidarity with Turkey. Belarus – President Alexander Lukashenko sent his condolences to both Turkey and Syria. Belgium – Belgium will send the B-FAST team to provide medical assistance. Flemish prime minister Jan Jambon pledged €200,000 for aid. Bosnia and Herzegovina – Security minister Nenad Nešić said Bosnia and Herzegovina will send a group of 50 Civil Protection agents to provide assistance.  Brazil - Itamaraty announced, in an official communiqué, that it is providing humanitarian aid to the populations affected by the earthquake.  Bulgaria – Bulgaria was among the first EU countries to offer help and dispatch medical rescue teams, including two Bulgarian Air Force C-27J Spartan planes with a medical team from the Military Medical Academy, teams of the Fire Safety and Protection of the Population Service and Sofia Municipality. The Interior Ministry sent 58 firefighters and rescuers with rescue gear, dogs, and 20 pieces of equipment, while the Bulgarian Red Cross sent a search and rescue team of 12 rescuers and five dogs from the Mountain Rescue Service.  Canada – Prime Minister Justin Trudeau said Canada is ready to provide assistance.  Colombia – President Gustavo Petro pledged that the Colombian foreign ministry would "establish contact in order to help concretely".  China – President Xi Jinping sent condolences to both Turkish President Recep Tayyip Erdoğan and Syrian President Bashar al-Assad and said it would offer 40 million yuan ($6 million) worth of humanitarian aid, including rescue and medical teams. Croatia – Prime Minister Andrej Plenković announced Croatia will send a search and rescue team of 40 people to Turkey ]consisting mainly of Croatian police and Croatian Mountain Rescue Service. Two specialist civil engineers from the Croatian Centre for Earthquake Engineering with recent experience in handling 2020 Petrinja earthquake have also been dispatched. Cyprus – Cyprus said it was ready to send help to Turkey. Czech Republic – Prime Minister Petr Fiala said that the Czech Republic would "provide help to Turkey via the 68 members of USAR team leaving today at 2 p.m." Egypt – The Ministry of Foreign Affairs said that Egypt was "ready to help to face this disaster". El Salvador – President Nayib Bukele said "My government is ready to provide all necessary assistance to the government of President Erdogan."  Estonia – Prime Minister Kaja Kallas said Estonia is ready to send urban search and rescue and medical teams.  France – Minister of the Interior Gérald Darmanin said France will send 139 civil security rescue workers.  Germany – Chancellor Olaf Scholz and foreign minister Annalena Baerbock both pledged help.  Georgia – Prime Minister Irakli Garibashvili ordered emergency support to Turkey. 60 Firefighters with relevant rescue gear and machinery were dispatched.  Greece – A team of 21 firefighters, 2 rescue dogs and a special rescue vehicle were dispatched to Turkey from Elefsina on a Lockheed C-130 Hercules. Following the team was a fire brigade officer-engineer, 5 doctors and rescuers from the National Center for Emergency Care. Prime minister Kyriakos Mitsotakis phoned the Turkish president, pledging further quake-relief assistance. Foreign Minister Nikos Dendias and Defence Minister Panos Panagiotopoulos spoke with their Turkish counterparts, Mevlüt Çavuşoğlu and Hulusi Akar, to express their condolences and readiness for providing aid.  Hungary – A fifty-strong search and rescue team, including six doctors were dispatched to Turkey, announced by Foreign Minister Péter Szijjártó. India – Prime Minister Narendra Modi said that India was "ready to offer all possible assistance to cope with this tragedy." Two teams from the National Disaster Response Force (NDRF) comprising 100 personnel with specially trained dog squads and equipment were ready to be flown to the disaster area for search and rescue operations. Medical teams were being readied and relief material was being sent in coordination with the Turkish authorities. The Indian Army has mobilised an 89-member medical team to earthquake hit Türkiye. The team comprises Medical Specialists & is equipped with X-ray Machines, Ventilators, Oxygen Generation Plants, Cardiac Monitors & associated equipment, to establish a 30 bedded medical facility.  Indonesia – President Joko Widodo has instructed government ministries to dispatch humanitarian aid to Turkiye to help the victims of the earthquake. "The assistance is currently being prepared by the Foreign Ministry, the Defence Ministry, as well as the Social Affairs Ministry. It is being prepared and will be dispatched as soon as possible," the President informed at a press conference held at Merdeka Palace on Tuesday. Iran – President Ebrahim Raisi expressed Iran's readiness to provide "immediate relief aid." Ministry of Foreign Affairs spokesperson Nasser Kanaani said that Iran is ready to send health and aid teams to our neighbor Turkey and Syria. He described the aid as a “moral, human and Islamic responsibility.”  Iraq – Iraq said it would send civil defense teams to Turkey and Syria with emergency and relief supplies, food and fuel. Israel – Prime Minister Benjamin Netanyahu said he instructed authorities to provide medical aid. Foreign Minister Eli Cohen spoke with Turkish counterpart, Mevlüt Çavuşoğlu and discussed the dispatch of rescue teams and assistance. Italy – Foreign minister and deputy prime minister Antonio Tajani said, "I just met with Turkish Foreign Minister Mevlüt Çavuşoğlu to express Italy's closeness and to have our civil protection ready." Italian military said that transport flights will carry equipment as well as health and other personnel. Japan – The Ministry of Foreign Affairs said it would send 75 rescue workers. Japan sent the Japan Disaster Relief Rescue Team (JDR) to Turkey in order to conduct search and rescue operations. Kazakhstan – President Kassym-Jomart Tokayev offered assistance and emergency aid to Turkey.  Kuwait – Emir of Kuwait Nawaf Al-Ahmad Al-Jaber Al-Sabah ordered the establishment of an air bridge to send "urgent aid and medical staff". Kyrgyzstan – President Sadyr Japarov sent his deep condolences and support to Turkey. Also announced that they will send 63 rescuers, food and rescue equipments to Turkey. Lebanon – The Lebanese General Directorate of Civil Defense dispatched 20 members to provide assistance in Turkey. The Lebanese Army will send 20 members of the Engineering Regiment to Turkey to participate in search and rescue operations.  Liechtenstein – The Ministry of Foreign Affairs expressed condolences through a press release and pledged a CHF200’000 aid for solidarity  Lithuania – President Gitanas Nausėda said that Lithuania is ready to send help.  North Macedonia – A team of 40 rescuers and 22 special forces members were sent by North Macedonia, including around €100,000 in financial aid, 10,000 blankets and 200 sanitary stretchers.  Malaysia – Prime Minister Anwar Ibrahim approved the deployment of 75 members of the SMART search and rescue team to assist in relief efforts.  Mexico – President Andrés Manuel López Obrador said Mexico would send rescue teams to both countries. Moldova – Moldova announced its readiness to send a mission consisting of 55 rescuers, 2 rescue dogs, and 12 fully autonomous intervention vehicles.  Montenegro – President Milo Đukanović expressed condolences on behalf of the country, and offered any help needed.  Morocco – King Mohammed VI sent a message of condolences and compassion to the Turkish president and expressed his country's withstanding with the Turkish people, Morocco also pledged to send a group of specialized recovery teams to Turkey and the Syrian border to help in the rescue efforts.  Netherlands – Minister of Foreign Affairs Wopke Hoekstra announced that the Netherlands will send a search and rescue team to Turkey.  New Zealand - Prime Minster Chris Hipkins announced a humanitarian package worth NZ$1.5 million to aid the recovery in Turkey and Syria, also adding “We know a little bit about earthquakes in New Zealand so our hearts are with them” Pakistan – The National Disaster Management Authority (NDMA) has been instructed to mobilize all available resources including winterized tents, blankets and other critical life-saving supplies. Urban Search and Rescue Teams comprising doctors, paramedics trained to operate in disaster hit areas have been dispatched with their equipment and medicines. Pakistan said two C-130 planes would leave on Tuesday for Turkey, carrying relief and 36 search and rescue personnel.  Palestine – The Palestinian ambassador to Syria announced the death of 8 Palestinian refugees, including three children. President Mahmoud Abbas instructed the country's embassy in Damascus to provide all that is necessary to support the families of the victims.  Paraguay - On the February 6, the Paraguayan Ministry of Foreign Affairs released a message saying "Paraguay wishes to convey its heartfelt condolences to the families of the victims and to the Government and the people of Türkiye, in addition to wishing for the recovery of the injured and affected, and the prompt rescue of the people who are still missing as a result of the earthquake. " In addition, the foreign ministry also said that they were willing to provide "the humanitarian aid that is within its reach to deal with this tragedy."   Philippines – President Bongbong Marcos said 85 Philippine personnel, including health workers and engineers from the Department of National Defense (Philippines) and the Metro Manila Development Authority, are ready to fly to Turkey as early as Wednesday.  Poland – A special group of the Polish State Fire Service, consisting of 76 firefighters and 8 rescue dogs, was sent to Turkey.  Qatar – Emir of Qatar Tamim bin Hamad Al Thani said a search and rescue group will fly to Turkey through an air bridge, carrying specialised rescue vehicles, relief aid, tents and winter supplies.  Romania – Three aircraft of the Romanian Air Force that have on board teams specialized in search and rescue interventions of the General Inspectorate for Emergency Situations of Romania (IGSU) and SMURD medical teams, consisting of 60 members, 4 rescue dogs, and related specialized equipment, left for Turkey on 6 February following the disaster.  Russia – The Emergency Situations Ministry said that two airlifters and firefighting aircraft (Ilyushin Il-76 cargo planes)[73] with 100 rescuers were on standby to help with relief efforts. Defence Minister Sergei Shoigu ordered Russian forces in Syria to help with the rescue effort.  Saudi Arabia – King Salman of Saudi Arabia affirmed the country's full support and standing with Turkey in this painful incident for everyone.  Serbia – Serbia dispatched two special teams (28 people) and liaison officers to help Turkey along with equipment for breaching and cutting, lifting, rescue, work at heights, and electronic search. Singapore - The Singapore Civil Defence Force will send a 20-men team to assist in search and rescue efforts in Turkey.  Slovakia – Prime Minister Eduard Heger announced that 13 firefighters and two mountain rescuers with dogs would travel to Turkey. Slovenia – The Government of Slovenia announced that it will be dispatching three civilian experts for assessing the damage and coordinating rescue efforts. On 7 February, one expert (on operational coordination) was already dispatched to Turkey. At the same time, government also offered assistance of a canine search-and-rescue team (seven dog handlers with dogs and three support personnel) and started preparing tehnical assistance package (tents, blankets, generators) to be sent if such assistance will be needed.  South Korea – President Yoon Suk-yeol pledged humanitarian assistance for both Turkey and Iran. The following day, the government approved sending a rescue team consisting of 110 members to form Korea Disaster Relief Team (KDRT)— 60 of them sent from the National Fire Agency, Ministry of Foreign Affairs and KOIKA, while the other 50 sent from the Ministry of National Defense. A total of $5 million worth of humanitarian aid is being sent alongside medical supplies through military transport aircrafts, and is also the largest rescue mission being sent by South Korea at once. Spain – Prime Minister Pedro Sánchez said, "At the request of the European Civil Protection Mechanism, the Ministry of Interior, through the General Directorate of Civil Defense and Emergencies, activated the Military Emergency Unit and emergency air transport for support in search missions".  Sri Lanka – President Ranil Wickremesinghe offered assistance for search & rescue.  Sweden – Foreign minister Tobias Billström said, "As Sweden's EU Presidency, we will reach out to Mevlüt Çavuşoğlu and Syria to coordinate EU efforts to assist these countries in this disaster."  Switzerland – The Federal Department of Foreign Affairs announced that 80 specialists and eight rescue dogs would be deployed to Turkey on 6 February. In addition, targeted aid for Syria was to be considered. Ukraine – President Volodymyr Zelenskyy offered assistance to Turkey.  Foreign minister Dmytro Kuleba stated that Ukraine stands ready to send a large group of rescue workers to Turkey to assist crisis response and is working closely with the Turkish side to coordinate their deployment. United Arab Emirates – The UAE pledged to set up a field hospital in Turkey.  United Kingdom – British Foreign Secretary James Cleverly said that 76 search and rescue specialists, equipment and rescue dogs would arrive in Gaziantep. United States – President Joe Biden said he "authorized an immediate US response" to the earthquake in Turkey, and that "US-supported humanitarian partners" are responding in Syria. Uzbekistan – President Shavkat Mirziyoyev ordered a search-and-rescue team and humanitarian aid sent to Turkey.

Partially recognised states that offered practical support  Kosovo – President Vjosa Osmani said that Kosovo was "ready to provide the necessary assistance through the Kosovo Security Force" A specialized contingent was sent to Turkey later that day.  Northern Cyprus – President Ersin Tatar expressed their solidarity and said that they are sending search and rescue teams of 59 people with 8 vehicles in total.  Taiwan – President Tsai Ing-wen announced a donation of $200,000 in disaster relief. The Taiwanese government also sent a team of 40 people, 3 rescue dogs and 5 tons of equipment to assist in rescue operations,[95] followed by another team of 90 people and 2 rescue dogs.
